We had an issue we encountered with unable to launch the ASDM launcher. Fixed by right clicking the shortcut -> clicking properties and replacing target (everything before invisible) with C:\Windows\System32\wscript.exe and this fixed the launching of ASDM.
Other things to check is also to ensure that you have the Latest Java running.
Once on the device issue a "Show run | grep http" -> Get port number and then connect to ASDM
